The Opportunity
Our Enterprise Security (ES) organization is evolving to strengthen integrated, defensible security outcomes across North America. We are seeking a Director, Enterprise Security Advisory & Investigations (ESAI) to lead the teams responsible for physical security assessments, physical security operations & investigations, and executive protection & insider threat programs.
External to ES, this role partners closely with Executive Leaders, Business Operations, HR, and Internal Audit. Internal to ES, this role partners with ES Governance, Risk & Compliance (GRC), ES Awareness & Training, ES Strategy & Performance, Cyber Security, Business Continuity, and Crisis Management.
What You’ll Do
- Own physical security operations for Canada, the United States, and Mexico, including site/facility security posture and response readiness for critical facilities and field sites
- Own the distributed 24x7 Global Security Operations Centre (GSOC) operating model, including monitoring, dispatch, escalation, investigations, post-incident reviews, and legally defensible evidence practices in alignment with Legal and Compliance
- Own the Insider Threat and Threat Assessment programs, including cross-functional governance with HR, Legal, Compliance, and Cyber; case intake and adjudication; lifecycle metrics; and leadership of the Threat Assessment and Workplace Violence programs
- Own TC Energy’s event security (risk assessments, security plans, and local law enforcement coordination) in alignment with Executive Protection and site security standards
- Own Executive Personal Protection Program execution and travel security operations, including duty‑of‑care controls, protective operations planning, residential cyber/physical integration, and protective intelligence
- Oversee protest/demonstration response planning and de‑escalation protocols (including landowner interactions) in coordination with Legal, Communications, and Operations
- Provide security design SME review for brownfield/greenfield projects and project security plans; ensure designs meet corporate standards and regulatory expectations. inspections readiness, and reportable events management
- Oversee TC Energy’s TSA and CER site regulatory security responsibilities including site readiness and field inspection execution
- Partner with centralized ES functions across GRC, Resiliency, Awareness & Training, and Strategy & Performance, supporting policy and control assurance, co‑designing security exercises and role‑specific training, and providing key ESAI performance metrics while consuming enterprise‑level insights
- Own ESAI budgets and vendor strategy (e.g., guarding, GSOC, Executive Protection, investigations), including service level agreement negotiation and ongoing performance management
Minimum Qualifications
- University degree in a related discipline or equivalent experience
- 15+ years of progressive experience in corporate security, investigations, protective services, and/or law enforcement/intelligence, including leadership of managers and vendor‑managed operations
- Deep working knowledge of cybersecurity concepts, risks, and response models, with proven ability to integrate cyber risk into physical security programs and operate effectively at the intersection of physical and cyber incident response
- Demonstrated experience leading enterprise physical security and GSOC operations for critical facilities and field operations, including guard services, access controls, video surveillance, dispatch, escalation, runbooks, QA, performance management, and integration of cyber considerations
- Strong working knowledge of civil and criminal investigative practices, evidence integrity, privacy, and documentation standards suitable, with the judgement and integrity required to perform confidential, legally defensible investigations
- Strong interpersonal, influencing, and decision‑making skills with the ability to present security risk and options to executives in clear, defensible terms, including influencing without direct authority in centralized governance models
- Budget ownership and vendor/contract management across Canada, the United States, and Mexico
Preferred Qualifications
- Experience leading security programs in regulated, asset-intensive environment s (e.g., energy or critical infrastructure), including inspection and audit readiness and engagement with the United States, Canadian, and Mexican regulators and partners
- Experience establishing and leading insider threat and threat-governance programs, including intake, triage, workflows, metrics, and integrated threat-fusion capabilities in close partnership with Legal and HR
- Spanish and/or French language proficiency
- ASIS International Certified Protection Professional (CPP) and/or Physical Security Professional (PSP) designations
- Certified Fraud Examiner (CFE) or equivalent investigations credential
This position requires candidates to:
- Have current, valid authorization to travel internationally (including but not limited to Canada, the United States, and Mexico)
- Successfully complete pre‑employment medical screening including drug and alcohol testing (where applicable)
- Travel to other company locations for temporary assignments, meetings or training (estimated up to 35% of work schedule) and participate in an on‑call leadership rotation for high‑consequence incidents
- Successfully complete pre‑employment Bankruptcy, Credit, Civil and Criminal background checks, applied consistently with local laws in operating jurisdictions
- Be part of an on-call rotation and provide emergency support
