Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as a Manager, Access to Information & Privacy (ATIP). In this position, you will provide leadership and operational oversight of the organization’s ATIP program in support of public-sector accountability, transparency, and the protection of personal information. As a Federal Corporation (Corporation) owned by the federal government, the Corporation is subject to the Access to Information Act, Privacy Act, and applicable Treasury Board Secretariat (TBS) policies and directives.
Key Responsibilities
- Lead and oversee the Corporation’s Access to Information and Privacy (ATIP) program, ensuring full compliance with the Access to Information Act, Privacy Act, and applicable Treasury Board Secretariat policies, directives, and guidelines.
- Provide strategic, risk-based ATIP and privacy advice to senior management, Legal, and business units, supporting informed decision-making and public-sector accountability.
- Manage the end-to-end processing of access to information and privacy requests, ensuring statutory timelines are met, appropriate exemptions and exclusions are applied, and disclosure risks are effectively assessed and mitigated.
- Liaise with the Office of the Privacy Commissioner of Canada and the Office of the Information Commissioner of Canada, including managing complaints, investigations, and formal responses.
- Support governance, audit, and compliance obligations by preparing annual Access to Information and Privacy reports and responding to audits, reviews, and inquiries.
- Lead privacy risk management activities, including Privacy Impact Assessments (PIAs), privacy breach investigations and reporting, and the management of Privacy Information Banks (PIBs).
- Collaborate closely with Legal, Cybersecurity, and business stakeholders to embed privacy design into programs, systems, technology solutions, and business processes.
- Provide operational leadership, quality assurance, and oversight of internal and contracted ATIP resources, while promoting training, awareness, and a culture of transparency and privacy protection across the Corporation.
- Develop, implement, and update the ATIP program including access to information and privacy policies, procedures, and internal guidance.
- Provide practical, risk-based advice to senior management, Legal, and business units on ATIP obligations and best practices.
- Ensure tracking of all ATIP matters is maintained as required by the Treasury Board. Ensure procedures are in place to provide for access and requests about accuracy of personal information.
- Participate in any internal audits on the management of personal information.
- Provide privacy advice on new programs, initiatives, systems, and business processes.
- Provide hands-on oversight, quality assurance, and file review for work performed by contracted ATIP practitioners.
Qualifications And Professional Experience
- Post-secondary education in law, public administration, information management, or related discipline, or an equivalent combination of education and experience.
- Professional certification in privacy or information governance (e.g., CIPP/C, IAPP) is an asset.
- Minimum 10+ years combined experience in Access to Information and Privacy, Information Management, or compliance or related fields, experience in a regulated entity preferred.
- Strong working knowledge of the Access to Information Act, Privacy Act, and Treasury Board Secretariat policy instruments.
- Agile and adaptable in approach, with the ability to respond effectively to shifting priorities and evolving business needs.
- Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
- Strong active listening skills with the ability to understand diverse perspectives.
- Proven leadership and people management skills, with a strong ability to mentor, guide, and collaborate within multi-disciplinary teams.
- Demonstrated track record of delivering high-quality work while supporting key business processes or operational functions in fast-paced environments.
- Ability to build and maintain strong, collaborative working relationships with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
- Comfortable working in environments with a high degree of ambiguity, exercising sound judgment and initiative when information is incomplete or requirements evolve.
- Proven organizational skills with the ability to manage priorities, meet deadlines, problem solve and maintain attention to detail in a fast‑paced environment.
