Position Summary:
Reporting to the Manager of Analytics, the Race and Identity Based Data analyst will work with various internal and external partners to operationalize the Race and Identity Based Data Strategy. The RIBD Analyst will support and facilitate analysis, interpretation, research, communication, evaluation, and project planning to execute the analytical needs of the strategy.
Duties include, but not limited to;
1. Under the direction of the Manager, conduct research and gather data from multiple sources to inform policy and program development aligned with the Service’s race-based data collection strategy.
2. In consultation with the Manager, lead focus groups, develop proposals, present recommendations to enhance, implement, monitor the Race and Identity Based Data Strategy.
3. Utilize spatial and statistical analysis software to conduct in-depth analysis and produce accurate, timely reports that highlight key trends and identify gaps in Equity, Diversity and Inclusivity (EDI) initiatives for senior leadership.
4. Develop methodologies and tools for collecting, organizing, tracking, and analyzing social identity, race-based, and equity, diversity, and inclusion (EDI) data. This includes conducting literature reviews, designing surveys, performing quantitative and qualitative assessments. Create systems to visualize and disseminate findings, ensuring timely evaluation of data to monitor the progress and effectiveness of anti-racism and EDI programs, and contributing to the annual reporting on the EDI Strategic Plan.
5. Produces analytical materials (dashboards, reports, communications, presentations, etc.) to support internal partners, community engagements, and public education efforts. Translates complex data into actionable insights and provides recommendations that promote evidence-based decision-making.
6. In consultation with the Manager, coordinate presentations, facilitate meetings, manage collaborations with internal teams, external partners, community groups, academics, and subject-matter experts. RIBD Analyst – October 2024
7. Benchmark the Service’s social identity and race-based data against other police services and national/international trends to identify best practices to support opportunities for continual improvement.
8. Ensure data integrity and quality control by mapping processes, identifying inefficiencies, and making recommendations for improvement. Maintain compliance with privacy laws, human rights legislation, and operational standards, and develop new standards and guidelines to address any identified non-compliance.
9. Stay informed on EDI programs, policies, and labour market trends, and monitor changes in external data sources, such as National Household Survey and Census data. Consult with provincial and national organizations like Statistics Canada, the Anti-Racism Directorate, and the Ontario Human Rights Commission on data and analysis matters.
10. In consultation with the Manager, represent the Service at cultural and community events as needed, and promote the organization's commitment to equity, diversity, inclusion, anti-racism, and anti-discrimination principles & practices.
11. Perform other duties, as assigned, which are related to the major responsibilities of the job.
Supervisory Responsibilities: Not Applicable
Working Conditions: Regular office environment. Dual monitors, significant time spent on the computer. Duties involve exposure to highly confidential and sensitive information which cannot be shared except in the course of judicial proceedings or pursuant to the order of a Command Officer or Supervisor.
Physical & Sensory Demands/Dexterity: Assignments will involve activities such as reading, writing, keyboarding, talking, listening, sitting, standing and walking.
Education & Experience: Must possess four (4) years of work experience in the performance of fact finding research, analysis and reporting.
Certifications & Licenses: Valid Class G Driver’s License, or the equivalent, with no more than six (6) accumulated demerit points, permitting you to drive an automobile in Ontario with full driving privileges is required.
Skills & Competencies:
1. Ability to learn and work with a wide variety of reporting and analytical software (e.g. Power BI, Tableau, Advanced Excel, Power Pivot, SPSS, SAS) is required.
2. Working knowledge of relational database models and Structured Query Language (SQL).
3. Excellent written and verbal communication skills, including the ability to communicate and present complex information in an easily understood manner.
4. Strong political acuity skills to navigate internal and external partners, and community groups to build consensus, seek input, translate findings, and provide recommendations.
5. Experience and demonstrated ability with project coordination and consultation with multidisciplinary teams to meet deliverables in a timely manner.
6. Familiarity with large-scale data collection and analysis in a social justice or public policy context. 7. Excellent time management and organizational skills are required; self-directs and prioritizes multiple initiatives, monitors progress towards goals and tracks details, data, information and activities in a fast-paced environment.
8. Ability to design and prepare training and workshop content in a variety of forms, including bulletins, graphs, maps, charts, infographics and other methods of dissemination.
9. Demonstrates a strong understanding of diversity, equity, and inclusion (DEI) and human rights issues.
10. Ability to maintain a high degree of discretion and confidentiality
