Here Is What You Will Be Doing
The Senior Program Manager leads privacy program initiatives and provides privacy leadership and support to corporate initiatives that are complex, and large-scale in nature, spanning multiple functions and/or business groups both internal and external to OH. The Senior Program Manger develops strategy, budgets, funding or procurement proposals, controls, requirements and operating plans enabling the successful ongoing execution of the Provincial Privacy Center of Excellence (CoE).
The Senior Program Manger engages broadly with a variety of stakeholders, both within Ontario Health and across the health sector. Using expert communication skills, the Senior Program Manager communicates effectively across multiple portfolios and OH Regions, and externally with key OH stakeholders, including Ministry colleagues, Ontario Health Teams (OHTs), Health Service Providers, and clients serviced by the Provincial Privacy CoE. The Senior Program Manager forms strong collaborative working relationships to effectively influence and deliver expected outcomes.
The Senior Program Manager Leads The Achievement Of The Following Privacy Program Objectives, In Alignment With OH Values And The Provincial Privacy CoE Objectives And Operating Model
- Privacy Program staff feel well equipped, informed, and supported to operationalize Ministry, OH, SPPA and Privacy CoE plans, initiatives and strategy.
- Privacy Program stakeholders understand and support Ministry, OH, and OHT processes / plans.
- Program stakeholders understand and support the Provincial Privacy CoE function, operating model and services; and the value proposition of privacy as enabling care and supporting business needs.
- Employees understand how their work contributes to Ontario Health’s broader organizational objectives.
- Ontario Health partners feel well equipped, informed, and supported to drive coordinated planning to deliver high quality accessible clinical care enabled by the Provincial Privacy CoE operating model and activities.

Here Is What You Will Need To Be Successful
- Provides leadership in establishing a Provincial Privacy CoE in support of OHTs with the goal of optimizing privacy and data governance capacity and capabilities at a provincial, regional and health service provider level.
- Supports the development of a fit-for-purpose privacy operating model that enables OHTs to better prepare for and respond to privacy roles and responsibilities and protect and enable the use of data and digital assets.
- Collaborates with cross-functional Portfolio and Regional teams across OH including the Provincial Cybersecurity Center and OHTs to better integrate privacy by design principles, data governance and other relevant privacy program obligations and capabilities in support of enabling OHT initiatives.
- Oversees the day-to-day management, evolution and maintenance of the OH Provincial Privacy CoE.
- Oversees procurement opportunities for external privacy consultants and resources in support of CoE initiatives.
- Ensures alignment of the Provincial Privacy CoE with the OH Provincial Cybersecurity Center.
- Oversees privacy CoE activities including but not limited to process optimization, on-boarding practices, Annual Privacy Day and other OH privacy awareness activities.
- Supports tracking program expenses including charge back for privacy resources and other budget related activities.
- Delivers effective communication and interacts with a variety of stakeholders including senior leaders, funders, executives, the board, the Office of the Information and Privacy Commissioner and external gov't stakeholders.
- Evaluates formal change management methodologies and practices used to drive behavioral changes.
- Creates performance evaluation approaches and is accountable for the successful outcomes of the Provincial Privacy CoE.
- Establishes relationships with and collaborates effectively within the privacy office team and provides leadership, subject matter expertise, guidance and support to work towards a common goal and to help coach and inspire others.
- Works with the team to create collective thought leadership for the execution of key CoE and other privacy program activities.
- Provides client service to internal teams and external stakeholders, including government, and other partners in the delivery of the health system.
- Provides thought leadership for the strategy and execution of the CoE and the OH privacy program.
- Leads change within the context of the overall privacy program, often working with peer roles in the execution of the change.
- Coaches CoE stakeholders and partners on Provincial Privacy CoE and OH privacy program aspects and execution.
- Makes decisions, with the support of CPO, Director level and other senior OH stakeholders where appropriate and where results have major impact across the organization requiring sophisticated solutions and long-term correction.
Education And Experience
- Bachelor’s or Master’s degree in Business, Health Studies, Public Administration or related field, or equivalent experience.
- Certifications like Certified Information Privacy Professional (CIPP) an asset.
- Project Management, or related professional designation as an asset.
- 7 – 10 years of overall experience in related privacy roles with progressively increasingly scale and scope of execution authority up to a leadership role.
- Extensive knowledge of the Personal Health Information Protection Act, 2004 (PHIPA) is required.
- Experience in the health care sector and the public service, and existing relationships is required.
- Extensive experience in contract and budget management, and experience with standard terms and conditions is an asset.
- Experience working in a hybrid environment, equally comfortable working with teams online or in person.
- Experience planning and leading large meetings
- Experience in the Ontario health care sector and public service, with existing positive relationships an asset.
- Knowledge and understanding of the application of the Project Management LifeCycle and Software Development LifeCycle, as well as modern mode two ways of working. e.g., Agile/Scrum.
