The Portland Housing Authority (PHA), and its affiliated development corporation, is seeking a Director of Finance to join its team in Portland, Maine. This executive leadership role is crucial for overseeing the financial operations, stability, and well-being of PHA and its projects. The Director of Finance will manage the Finance Department's operations, focusing on both operational management and strategic planning for the entire organization. Responsibilities:
- Supervise and review various departments' fiscal operations.
- Directly supervise the accounting team.
- Develop and update internal control procedures annually to improve operations.
- Prepare monthly, quarterly, and annual financial reports, and special reports as required.
- Monitor budget spending monthly.
- Coordinate with other directors to prepare annual budget materials and data.
- Oversee information needed for annual financial audits.
- Manage Capital Improvement, Operating, Voucher Admin, Energy Performance Contracts, and other grant funds and reporting.
- Coordinate annual independent audit and ensure compliance with HUD and GAAP procedures.
- Ensure all bank accounts are correctly established with proper signature authorizations.
Requirements:
- 10 years of accounting experience, including complex accounting, preferably in Public Housing.
- In-depth knowledge of HUD laws and regulations, Public Housing Authorities, and Tax Credit entities.
- Ability to maintain a comprehensive bookkeeping system and prepare complete financial statements.
- Proven ability to supervise and direct the work of a moderately-sized office staff.
- Certified Public Accountant (CPA) or master’s degree.
- Proficiency in new enterprise software, advanced Excel, and financial modeling skills.
- Familiarity with affordable housing finance or other government accounting preferred.
