Position Summary
Reporting to the Vice President and Chief Information Officer, the Director of Information and Communications Technology & Privacy Officer’s (ICT) primary responsibility is to oversee the development, operations and support of hospital wide ICT applications and infrastructure at Ross Memorial Hospital and shared services at Haliburton Highlands Health Services (HHHS). The role is also responsible for overseeing, implementing, and monitoring the hospital’s privacy program to ensure compliance with the Personal Health Information Protection Act (PHIPPA) and other applicable provincial and federal legislation.
The Director will plan, coordinate, and lead all operational activities of the ICT department, as well as provide direction and support for ICT solutions and associated standards and information security to enhance business and clinical operations. The Director of ICT will work closely with clinical managers and decision makers in other departments and external stakeholders to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the organizations.
The position will also be responsible for developing compliance strategies, supporting data sharing, ensuring regulatory compliance, investigating privacy complaints and incidents, conducting audits, conducting privacy reviews / reviewing privacy impact assessments, and developing policies, procedures and training materials relating to privacy compliance.
This position is also responsible for overseeing the implementation of ICT projects or other corporate projects as assigned. The position includes project management activities, financial management of project related budgets and direct management of ICT resources to ensure the project goals and objectives are met in accordance with the specifications and aligned with the strategic plan and goals and objectives.

Essential Qualifications
- Bachelor's degree in Computer Science, Information Technology, Health Informatics, or related field.
- 5-10 years’ experience in an Information Systems leadership role in Health Care, proven experience in IT infrastructure strategic planning and development, project management and policy development.
- Good understanding and technical knowledge of current network and PC operating systems, hardware, protocols and standards. Demonstrated experience with healthcare regulatory compliance and cybersecurity.
- Experience with system design and development from business requirements analysis through to day-to-day management.
- Demonstrated ability in developing operational policies, procedures, best practices and making recommendations for compliance with access and/or privacy legislation and programs.
- Progressively responsible related work experience in a privacy role and across multiple privacy laws.
- Previous experience in the healthcare industry with management level accountabilities is an asset as well as designation as a Certified Information Privacy Professional/Canada (CIPP/C). You have a strong working knowledge of Personal Health Information Protection Act (PHIPA), Freedom of Information and Protection of Privacy Act (FIPPA) and related provincial and federal privacy frameworks.
- Strong Knowledge of PHIPA and Related Legislation, conducting or reviewing Privacy Impact Assessments (PIAs), performing audits and compliance assessments.
- Experience assessing privacy risks and advising leadership on mitigation strategies, understanding of hospital by-laws, information governance, and records management.
- Demonstrated strong leadership skills.
- Demonstrated excellent written, oral, and interpersonal communication skills.
- Demonstrated ability to conduct research into IT issues and products and present ideas in business-friendly and user-friendly language.
- Highly self-motivated, self-directed, and attentive to detail.
- Demonstrated ability to effectively prioritize and execute tasks in high-pressure environment.
- Extensive experience working in a team-oriented, collaborative, high quality, customer service environment.
- Must be able to fulfill physical requirements of the job, as per current Physical Demands Analysis.
Preferred Qualifications
- Master's degree in Business Administration, Health Administration, or related field
- ITIL Foundation or higher, Six sigma, Lean or other methodologies certification
- Project Management Professional Certification
- Epic, Cerner, or other major EMR system certification
- Certified Professional in Healthcare Information and Management Systems, Canada (CPHIMS-CA)
- Change Management Certification
