General Responsibilities:

Under the direction of the Chief Administrative Officer (or designate) it is the responsibility of the person assigned the job of Information Technology (I.T.) Manager to lead the Cobourg Police Service (CPS) in all matters related to Information Technology. This includes, but not limited to:

Plan, direct and manage the daily operations of the I.T. Department
Develop policies and procedures where appropriate
Provide complete management, design, procurement, implementation and maintenance of all new and existing information and communications technology at the Cobourg Police Service.

Required Qualifications, Skills and Competencies:

Must be able to demonstrate the following: -

University Degree in Computer Science, Computing, or related field. Other combination of relevant education and experience will be considered.
A minimum of five (5) years’ experience providing network support in a multi-platform environment at a senior level.
Experience in a law enforcement and/or policing environment an asset.
Significant experience with computer networking and internet technologies including routing, automatic host configuration and domain name service.
Experience with digital evidence management, SharePoint and other data storing/management software and tools.
Skilled researcher with a strong desire to retain up-to-date technological skills and information.
Self-directed with the ability to work independently, as part of a team and under pressure and/or tight timelines.
Pro-Active customer service skills including the ability to provide personalized customer service.
Availability to attend evening and/or weekend meetings or other events as is needed.
Availability to attend to calls on an emergency basis outside of “regular’ office hours.
Ability to work on multiple projects simultaneously and determine priorities.
Excellent interpersonal, project/time management, analytical, communication, presentation, public/media, problem-solving, negotiations and staff leadership skills.
Aptitude for adapting to change.
Valid Class “G” Driver’s License.

I.T. Administrator (Job Description)

Civilian Position Description: I.T. Manager

Specific Tasks and Responsibilities:

The I.T. Manager shall:

Develop requirements, outlines, budgets, and schedules for all information technology projects.
Oversee all phases of I.T. projects from inception to completion.
Development and implementation of I.T. security standards, procedures, and guidelines.
Ensure business continuity, planning, disaster recovery, back-up procedures and information security and control structures.
Enhance information systems results by identifying technology opportunities.
Provide timely and efficient support to all members utilizing new or existing information and communications technology systems and applications.
Perform service to police communication systems (e.g. radios).
Conduct research to ensure members are using the most efficient and effective systems and applications given the needs and restrictions in a police environment.
Create and maintain and I.T. systems and project document log.
Leads and supports the I.T. Infrastructure of the Cobourg Police Service.
Provide information and training to members regarding new systems and applications.
Keep current with ongoing changes in systems, applications, and capabilities available to Police

Services.

Creates and maintains training tools, manuals, and other documentation.
Provide regular briefings to command staff on priority issues and other I.T. related matters.
Support the I.T. Technician in providing technical assistance to all members.
Supervises the I.T. Technician and plans and direct work outcomes, deliverables, and objectives.
Select and manage (where applicable) I.T. Contractors, consultants, and professionals.
Research and evaluate information and communications technology products and equipment.

Conduct feasibility studies and CBA and recommend the acquisition of systems hardware and software.

Provide I.T. support to other agencies and partners where applicable.
Develop short, medium, and long-term I.T. strategies for the CPS.
Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state of the art practices and participating in professional opportunities.
Perform other tasks and duties as assigned and/or requested.
