Job Description:
The Remote Project Manager will oversee and manage the execution of the IRS Information Returns Modernization (IR Mod) Program. This role requires strong leadership, communication, and technical expertise in managing cloud migrations, legacy system retirement, and program integration for large-scale government projects. The Project Manager will be responsible for end-to-end project delivery, stakeholder management, risk mitigation, and compliance with government standards.
Key Responsibilities:
- Lead and manage all aspects of the IRS Information Returns Modernization (IR Mod) Program.
- Develop and maintain the Integrated Master Schedule (IMS) and Work Breakdown Structure (WBS).
- Provide ongoing program management support, including scope, schedule, and cost management.
- Coordinate cross-functional teams, including IRS IT partners, vendors, and business stakeholders, to ensure successful program integration.
- Communicate project progress, risks, and issues to senior leadership and stakeholders.
- Ensure compliance with federal regulations and the IRS's legislative mandates, such as the Taxpayer First Act.
- Manage deliverables in accordance with the program's Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).
- Facilitate executive-level briefings, congressional reports, and stakeholder meetings.
- Identify, track, and mitigate program risks and issues.
- Ensure program readiness for the transition to a cloud-based infrastructure.
- Collaborate with the IRS Program Management Office (PMO) to ensure project success and alignment with modernization goals.
Qualifications:
- Education: Bachelor's degree in business, project management, IT, or a related field. A Master's degree is a plus.
- Experience: Minimum of 7 years of project management experience, managing projects of similar size and scope. Government contract experience is highly preferred.
- Certifications: PMP (Project Management Professional) certification is required. ITIL, Agile, or Scrum certifications are highly desirable.
- Technical Skills: Strong understanding of cloud platforms, IT infrastructure, and legacy system integration/migration.
- Leadership: Proven ability to lead cross-functional teams in remote environments and manage multiple stakeholders.
- Communication: Excellent verbal and written communication skills, with experience preparing executive-level presentations and reports.
- Tools: Experience with project management tools (e.g., MS Project, Jira) and familiarity with IRS IT systems is a plus.
