Job Description

The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

We are looking for a person who understands the value of public service and wants to help us meet the needs of our citizens. Above all, we are looking for someone that is passionate about IT Security. This person needs to be an excellent communicator. This person will be creating and maintaining clear and concise documentation which will be audited at multiple department levels. This person will need to be capable of establishing and maintaining effective working relationships with clients, vendors, and all other support teams within the organization. We are looking for someone who can understand and resolve complex compliance and security questions. Further, we are seeking someone who can work under tight deadlines and successfully complete the work assigned within the specified project’s timeline and requirements.

This position is responsible for reviewing and completing System Security Plans, Provisional Authority to Operate, and Authority to Operate projects for MSP systems. This position will require the following skills and abilities: review architectural data flows of application environments; strong knowledge and understanding of information technology systems (SaaS, VMs, Cloud hosting etc.), In-depth knowledge and understanding of compliance practices and methodologies. Including risk assessment, monitoring, surveillance, testing activities, and strong knowledge and understanding of compliance regulations and their related frameworks (NIST, CJIS, FERPA, HIPAA, etc.).

The position will require basic understanding of information technology security principles and methods (Firewalls, encryption, zones). Additionally, there needs to be knowledge of security system design tools, methods, and techniques. The individual needs to be able to read and deconstruct a diagram for purposes of responding to security common control questions. Further, this position will need a strong understanding of laws, policies and procedures, and data governance. It is crucial that the individual can read, understand, and apply knowledge gathered from the laws, policies and procedures in a manner that fully complies with SOM’s SSP, PATO, and ATO standards.

This individual will be responsible for attending training and consequently providing training to other team members and evaluation of new agency applications, systems, and tools as needed. The position will also require a successful working relation between agencies within the state and vendors related to the project.

Signing Bonus

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Required Education And Experience

Education

Information Technology Programmer/Analyst P11/12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Programmer/Analyst 12

Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.

Alternate Education And Experience

Information Technology Programmer/Analyst P11 - 12

Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
