The Ombudsman is an independent Officer of the Legislative Assembly with oversight responsibilities under The Ombudsman Act, The Freedom of Information and Protection of Privacy Act (FIPPA), The Personal Health Information Act (PHIA), and The Public Interest Disclosure (Whistleblower Protection) Act (PIDA). These acts enable the ombudsman to investigate complaints, conduct audits, make
recommendations, educate, and outreach to the public, comment on the privacy and fairness
implications of new initiatives, and report publicly. In addition to investigative and audit authority, the Ombudsman may comment on the implications for proposed legislative schemes or the administration of government as it relates to fairness, access, privacy, public interest disclosure and whistleblower protection, and/or the administration of related laws, public programs, policies, and services. We are thought and practice leaders and extend our knowledge to support the public service throughout Manitoba by providing outreach, education, and training to support good governance under our mandates.
The Information Security Officer (ISO) plays a key role in upholding the integrity and security of Manitoba Ombudsman information by overseeing the information security strategy and framework for data, systems, and networks and supports the investigation and proactive mandates of the office.

Qualifications:
Essential Criteria:
- Bachelor’s degree in computer science, information technology, information privacy and/or security, or a related field; or an equivalent combination of related education, training, and experience may be considered.
- Advanced experience as a senior information security leader, preferably in a management or senior advisory role or project leadership.
- Comprehensive understanding of cybersecurity best practice.
- Comprehensive understanding of privacy breaches causes and privacy breach management involving different information systems.
- Demonstrated advanced problem-solving, analytical, and evaluative thinking skills in a highly variable environment.
- Demonstrated ability to analyze complex security issues, identify solutions, and develop recommendations.
- Experienced and highly skilled in developing written and oral technical narrative, guidance, advisories, and other resources in plain language for audiences with limited expertise.
- Experience effectively communicating sensitive and complex matters to senior management and/or stakeholders, including members of the public.
- Exceptional organizational skills with the ability to deliver project objectives under tight timelines and competing priorities.
- Advanced political acumen, with demonstrated experience managing confidential and sensitive information with excellent judgement, diplomacy, and tact.
- Strong interpersonal skills including the ability to build and maintain positive working relationships with a wide variety of people, groups, and organizations.
Desired criteria:
- Experience in conducting or participating in investigations.
- Advanced information security certification, such as Offensive Security Certified Professional (OSCP), GIAC Certified Penetration Tester (GPEN), Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CSSP), Certified Information Security Manager (CISM) or equivalent
- Privacy certification as a CIPP (Certified Information Privacy Professional), CIPM (Certified Information Privacy Manager), IAPP (Information Access and Protection of Privacy) Certificate, CIAPP (Canadian Institute of Access and Privacy Professionals) certification, or equivalent.
- Ability to communicate in French.
The Manitoba Ombudsman is seeking candidates who are willing to meet office demands by working on a flexible schedule and/or travel throughout Manitoba as needed.
Duties:
Reporting to the Executive Director of Strategic Initiatives, the Information Security Officer (ISO) develops, implements, and updates a comprehensive security strategy for Manitoba Ombudsman. The ISO ensures the objectives, strategies, and tactics reflect the authority and oversight role of the office to protect of privacy rights of Manitobans and proactively promote best practice within public bodies for privacy protection, integrity, and confidentiality.
The ISO leads or participates in investigations and reviews as they relate to information security compliance and vulnerabilities, infrastructure, policies, and other technology related issues; evaluates privacy impact assessments submitted by public bodies for compliance and best practices; maintains up-to-date knowledge of information systems and security risks; and provides information security and technological advice to other team members on their investigations and compliance review activities.
The ISO is a resident subject matter expert to provide independent advice and leadership on matters of information and systems security to inform public communication, commentary, or recommendations of the Ombudsman and delegated staff. The ISO provides leadership and expertise on the broad range of emerging technologies and the implications for privacy and fair administration, including risks and mitigation strategies.
The ISO works closely with the Information Technology branch of the Legislative Assembly to support the strategic objectives and operational excellence of the organization.
