Genral Accountabilities

As a member of the Reliability Standards Compliance and Strategy Team, carry out assigned programs and projects and otherwise support Hydro One’s Reliability Standards Internal Compliance Program (ICP), the Ontario Reliability Compliance Program (ORCP), and standards readiness and strategy activities, including:

  • Externally representing and advocating for Hydro One’s business interests to North American reliability standards authority and/or regulators (FERC, NERC, NPCC, OEB, IESO (including MACD) and CER) in respect to:

Emerging reliability standards and material revisions to Applicable Standards, up to the date of enforcement in Ontario;

All matters of compliance to Applicable Standards enforced in Ontario, including IRA (Inherent Risk Assessments), ICE (Internal Control Evaluations) and MACD Audits.

  • Internally driving, facilitating, assessing, and reporting upon Hydro One’s:

Preparations for achieving and sustaining compliance to Applicable Standards;

Improving compliance posture and risk profile in respect to Applicable Standards enforced in Ontario.

  • Internally informing, advising and supporting Hydro One’s RSCC (Reliability Standards Compliance Committee) in its governance and oversight roles, and in particular, in support of its timely and informed decision-making in response to emerging and current matters related to North American reliability standards and the IESO market rules related to reliability standards.

Responsibilities

  • Lead operations research, technical, economic, environmental, business, regulatory impact assessments and other specialized technical/business studies;
  • Be responsible for monitoring, controlling and redirecting major programs and complex projects during the execution phase;
  • Lead the development, definition and preparation of programs, processes, technical/operational/business standards, procedures or methods, including risk management and costing;
  • Prepare various business documents and cases for the management of transmission/distribution assets in respect to reliability standards;
  • Act as a team leader and multi-discipline task co-ordinator for assigned projects. Be responsible for organizing, scheduling, coordinating and assigning work with instructions, for providing advice and direction, for quality, accuracy and productivity of assigned project groups.
  • Participate as a representative of the Company before regulatory agencies, etc, in endeavours to advance the corporate interests.
  • Provide input to the business plan as required. Administer and assist Supervisor in the planning of work programs and development of operating budget. Be responsible for preparing submissions to the regulatory bodies (e.g. OEB). Analyse costs, including labour and material items.
  • Work with Service Providers to ensure capabilities to perform required works, negotiate contracts and performance initiatives, monitor and redirect work as required, and evaluate and communicate lessons learned to improve future contracting process and work accomplishment.
  • Maintain an awareness of advancing technology developments in transmission/distribution/business systems.
  • Assist supervisor in identifying resource needs and develop/mentor new staff.
  • Perform other duties as required.

Selection Criteria

  • Requires knowledge of electrical theory related to electrical power systems and equipment.
  • Knowledge of electrical power systems and equipment as well as the design and performance of the transmission system would be considered an asset.
  • Requires a 4-year University degree in engineering ; a degree in electrical engineering would be considered an asset
  • Requires a P.Eng. license
  • Requires a high degree of professionalism, initiative, self-motivation and independence in carrying out tasks. Requires sound knowledge of the theories and principles relating to business methods, processes, including change management techniques.
  • Requires excellent people skills to collaborate with team members and other Hydro One LoB’s in achieving reliability standard compliance.
  • Requires excellent communication skills, including a strong command of English, strong business writing skills, clear and convincing verbal communication skills and engaging and compelling presentation skills.
  • Excellent knowledge of Hydro One’s External Regulatory Environment.
  • Excellent knowledge of NERC and NPCC reliability standards.
  • Excellent analytical skills to evaluate Hydro One’s reliability compliance posture, perform root cause analysis and recommend effective solutions.
  • Excellent computer literacy skills--- demonstrated proficiency in Microsoft Office Applications such as Excel, Word and Powerpoint, as well as knowledge of databases.
  • Requires knowledge of and experience in project management tools and methodologies in order to lead or participate in cross-functional teams.
  • An understanding of the Company’s organization structure, business unit accountabilities, issues, processes and procedures and regulatory requirements would be considered an asset.
  • Requires ability to examine processes and suggest improvements to make the processes more efficient This is normally considered to be acquired through at least 8 years of relevant progressive work experience.
