Position Summary
ABOUT THE ROLE:
In accordance with the established vision and values of the organization, the Director, Protection Services is accountable to the Corporate Director, Protection Services. The Director is responsible for the overall leadership, administration, and strategic direction of the Protection Services program, including site security services, threat management, training standards, enterprise security systems, and Access & Identity Management.
The Director is responsible for the development, implementation, and maintenance of organization-wide policies and procedures related to safety and security. Additionally, the Director is responsible for setting strategic direction on enterprise level technology solutions for security systems.
The Director regularly liaises with IH corporate programs, including but not limited to Health Emergency Management, Workplace Health and Safety, Plant Services, and Capital Planning, as well as clinical and administrative program leadership. The Director is the primary liaison with the Ministry of Health and other health organization Protection Services programs, in addition to other key external stakeholders.
The Director is also responsible to plan and manage operational and capital budgets for the departments, including long term strategic forecasting.
Key Duties
- Establishes strategic direction, goals, and deliverables for the program that support and align with the organization’s vision and objectives. Supports the organization in key result areas and strategies.
- Leads the development, implementation, and delivery of Protection Services programs across the organization including site security services, Access & Identify Management, facility design consultation, investigations, risk and threat assessments, metrics and data analysis, strategic program expansion, education, and communications.
- Provides overall leadership and direction for staff in the portfolio. Consciously creates a workplace environment that is consistent with the overall organization’s culture of “Every Person Matters” and emphasizes the identified mission, vision, guiding principles, and values of the organization.
- Ensures the effective oversight of major security incidents or events, in addition to ensuring senior leadership, communications, and other stakeholders are informed. This position is on-call 24/7 and requires some after-hours commitments.
- Ensures Protection Services is appropriately represented in planning for major capital projects to guide appropriate facility design and implementation of technology, with a particular lens to safety and security.
- Collaborates with leaders within the organization to operationalize applicable service delivery models and processes to ensure services are integrated, sustainable, and focused on those who utilize them.
- Establishes criteria and service levels for contracted service providers and ensures on-going contract compliance and performance.
- Plans and manages operating budgets for all Protection Services programs, including budget preparation, authorization, control, and reporting of expenditures to ensure the efficient utilization of financial resources. Reviews financial performance, allocates resources, implements required action, and manages capital budgets assigned to the programs. Authorizes expenditures for the utilization of contracted services and capital projects assigned to the programs.
- Represents IH with various levels of government and supports the coordination of program interests and services with police, corrections, and other relevant organizations within the criminal justice system and emergency response authorities. Participates in and/or ensures representation on both internal and external committees and task groups associated with program functions; serves as an escalation point for external agencies.
- Serves as a spokesperson for media outlets and the general public on topics related to Protection Services.
- Acts as a resource and provides consultative advice to senior leadership and Directors/Managers regarding program activities and interests. Develops action plans regarding security issues including the investigation and determination of appropriate outcomes. Provides advice to, and participates with, Human Resources, Directors/Managers, and others in security investigations and activities involving staff.
- Participates in IH Emergency Operations Centre activities as required.
- Holds direct responsibility for the development, implementation, and maintenance of corporate policies, procedures, and guidelines related to the Protection programs.
- Performs other related duties as assigned.

Qualfications
Education, Training, and Experience
- A Bachelor’s degree in business or health care administration, or a related discipline, and specialized training in leadership, Protection Services or criminology, or an equivalent combination of education and experience. Education and training in leadership, investigations, threat assessment, and Healthcare Emergency Incident Command System (HEICS).
- Ten years of managerial experience in protection services and contract management, preferably in a healthcare environment.
- Membership with IAHSS (International Association for Healthcare Security and Safety) and holds or is able to obtain a Certified Healthcare Protection Administrator (CHPA) or Certified Protection Professional (CPP) designation.
