As a member of the Senior Leadership team and reporting to the Chief Executive Officer, the Director of Finance & Operations provides oversight and responsibility for SOAHAC’s financial portfolio and assumes leadership and oversight of SOAHAC employees responsible for the following business areas:

Finance (budget, payroll and reporting),
Procurement and Facilities Management,
Risk Management,
Business Systems Process Improvement,
Information Technology (hardware), and
Cyber Security.

Leadership and Management Responsibilities

The Director of Finance & Operations’ responsibilities include complex data analysis, relationship management, and making strategic financial decisions that will promote the long-term financial health of the organization. This includes maintenance and supervision of all accounting and financial functions for SOAHAC including, but not limited to the preparation of financial statements and reporting; maintaining financial records; financial forecasting; development of program budgets; cash flow; accounts payable and receivable; payroll, benefits, and group insurance; coordination of the annual audit process, and other general accounting duties.

ACCOUNTABILITIES

Leadership

Support and participate at a senior level in SOAHAC strategic planning.
Lead strategic projects for SOAHAC, including guiding the planning and evaluation of projects.
Supervision, performance management and development of the finance team including training, performance appraisals, inspecting/reviewing work and coaching.

Financial

Oversight of the finance teams’ day to day operations to ensure the accurate and timely provision of financial information and analysis
In collaboration with Senior Leadership, lead the annual budget process to prepare 25+ program budgets including identification of fund allocation and indicators, and prepare consolidated budget for approval from the Board of Directors
Prepare and manage budget projections for new funding related to expansion of programs and the organization
Monitor program budgets to ensure expenditures are in line with approved budgets and develop cash flow projections based on budget
Oversee preparation of and review quarterly financial statements with the Senior Leadership Team, site Integrated Care Managers, and Board of Directors’ identifying variances and concerns
Use data analysis to strategically forecast financial trends and advise the Senior Leadership Team on solid financial decision making to ensure financial viability.
Manage general ledgers and account balances related to each funding source
Oversee preparation of accounts payable (signing every invoice) for budget controls
Oversee charitable receipting; ensuring compliance with CRA, internal policies and donor needs.
Develop and oversee the agency’s financial processes, procedures, policies, and internal controls for safeguarding assets and enhancing efficiencies
Establish and maintain standards for submission of financial and service reports following Generally Accepted Accounting Principles (GAAP)
Prepare and execute the annual audit process by reviewing year-end financial statements and reports for audit purposes, engaging as needed with the auditors, answering questions, and providing required information, and ensure external auditor recommendations are implemented
Ensure ongoing compliance with funder agreements
Stay abreast of relevant CRA legislation and regulations

Operations

In collaboration with SOAHAC’s Leadership Team identifies consistent operational practices across the multi-site organization
Manage the bi-weekly payroll process and tax reporting such as T4’s and remittance of all government taxes
Oversee the management of benefit administration including group insurance and pension plan (annual report submission)
Support to the Accreditation process
Oversee maintenance and operations of facilities including purchasing, asset management and equipment maintenance
Manage procurement processes including vendor relations, and supporting RFP processes
Identify and drive business system process improvements
Oversee the organization’s Information Technology (hardware) working in partnership with the Director of Strategy & Quality responsible for technology solutions (software)
Ensure current and appropriate cyber security measures and processes are in place and adhered to
Responsible for the organization’s risk management approach

Stakeholder Relations

Build and maintain effective and respectful relationships within the region and province, including with funders such as the provincial and federal government, and other health system partners provincially and nationally.
Serve on relevant internal and external committees as requested.
Communicate progress and keep all internal stakeholders up to date and informed on pertinent issues and portfolios of work (CEO, Directors, etc.).

QUALIFICATIONS

Undergraduate degree in Business Management, Accounting, Finance, Economics or a related field.
A professional accounting designation (CPA) is required.
Significant, recent and relevant experience at a senior level in Health Care or related organization and in an Indigenous health setting preferred.
A minimum of 5 years of leadership/management experience
Proven leadership and development of high-performance teams.
A minimum of 7 years of financial experience
Minimum 5 years experience in the public sector
Experience with MOH/Ontario Health Hospital Reporting System
Proficiency in Microsoft Suite and other accounting/business software
Knowledge of Microsoft Dynamics GP (Great Plains Software) an asset

Southwest Ontario Aboriginal Health Access Centre (SOAHAC) is one of ten Indigenous Primary Health Care Organizations (IPHCO) in Ontario. IPHCO’s are innovative, Indigenous-informed health care agencies providing a combination of health and social services to Indigenous people.

SOAHAC is a diverse, dynamic, multiservice Indigenous health and wellness agency. They strive to provide quality, wholistic health services by sharing and promoting Traditional and western health practices to enable people to live in a more balanced state of well-being. SOAHAC provides services to Indigenous people including those who live on and off reserve, status, non-status, Inuit, and Metis people living within Southwestern Ontario.
